The Financial Management Assessment Tool (FIMAT) is a tool to help managers assess the current capacity of their organizations to manage their finances and identify steps that they can take to improve that capacity. As a manager in a health organization, FIMAT can help you to:
Assess the current status of your organization’s capacity to manage its finances
Identify changes that you can make to manage your finances more effectively
Make a specific action plan to implement these changes
Monitor for resulting improvements
FIMAT includes an instrument that you can use for collecting and summarizing technical information, and a process for applying the instrument. The guide describes FIMAT and the step-by-step use of the instrument to conduct a financial management assessment. It also includes all the necessary materials and information needed to develop a consensus on needed improvements and integrate recommendations for improvements into your organization’s work plans.
Who uses FIMAT?
FIMAT is designed to be used by either an organization’s staff or by external consultants who will be assessing an organization’s financial management capacity and planning for its improvement and is designed for use in:
NGOs or private-sector institutions such as hospitals
Ministries or other public-sector institutions
Central offices or headquarters
Subunits or decentralized organizational levels, such as regional, provincial, or district levels.
