Strengthens HIV/AIDS, TB, and Malaria Programs

How can health systems effectively manage the massive influx of resources earmarked in the fight against HIV/AIDS, tuberculosis, and malaria? The challenges the world faces against these diseases has created a global crisis. In addition to the lives of those infected, families, communities, national economies, and the security of the world are all in danger.

Leadership and management development helps connect the dots between resources and results.

LMS collaborates with health managers and decision-makers to respond to this crisis in an integrated and comprehensive way. We work with decision-makers at all levels of the health sector to address policy issues and strengthen management systems. LMS interventions build leadership and technical skills among health workers and managers, increasing motivation, staff retention, and
organizational results. We provide technical
assistance to organizations, health systems,
and programs in the following areas:

  • Strengthening leadership and governance
  • Project management
  • Financial management
  • Building effective and productive multi-sectoral
    partnerships
  • Monitoring and evaluation
  • Management systems and processes


HIV/AIDS, tuberculosis (TB), and malaria kill more than 6 million people per year.

LMS technical assistance implemented at the country level will improve the transparency and efficiency of management and leadership practices. Countries will become more capable of attracting donor interest with increased accountability. And with these strengthened systems, programs and organizations will be enabled to adapt to unexpected challenges and be better equipped to achieve results in the fight against HIV/AIDS, tuberculosis, and malaria.

In 2002, LMS staff played a leading role in the development of the Rapid Funding Envelope (RFE) for HIV/AIDS in Tanzania. The RFE provides short-term grants to civil society organizations working in HIV/AIDS. Since 2002, the RFE has awarded 54 grants totaling $8 million in the fight against HIV/AIDS, while also expanding the financial and service-delivery capacity of grantee organizations.
