The distinction between an incentive and enabler is often not clear; we therefore do not ask you to make a distinction as part of your response.

What is important is that the incentive or enabler stimulates the client, caregiver, or provider to act as desired so that more individuals are coming forward for testing, more HIV-positive individuals are beginning treatment, more mothers/caregivers are accepting and ensuring completion of preventive therapy (in the case of PMTCT), and more individuals are consistently adhering to treatment (in the case of ART).
