RPM Plus developed Requesting USAID Approval to Procure HIV Test Kits and Other HIV/AIDS-Related Pharmaceutical Products: Guidance and Sources of Information to serve as a resource and reference guide. It is designed to enhance the completeness of submitted requests and reduce the time needed to prepare and process them. The guide defines as well as details the elements of the approval process and outlines specific responsibilities and roles. The document provides practical guidance on:
- Key aspects of USAID procurement guidelines and policies, especially as they relate to the procurement of pharmaceutical products
- Procedures to obtain USAID approval to procure pharmaceutical products
- Preparing requests for USAID approval to procure HIV/AIDS-related pharmaceutical products
- Sources of information to support requests for approval
This guidance document is intended for use by USAID Missions and CAs that prepare requests for USAID approval to procure HIV test kits, HIV/AIDS-related pharmaceutical products, and/or other pharmaceutical products, such as drugs, vitamins, biologicals, and oral rehydration salts; and by Cognizant Technical Officers (CTOs), Contracting Officers (COs), and Agreement Officers (AOs) assigned to manage the contracts, agreements, and grants between USAID and CAs.
